I tried to take some advice and slowed the animation waaaaaaay waaaaaaay down ^^; I hope it looks so much better <3 I also like this one a lot more.

Firstly: the background. You've used a lovely gradient with a very appealing dithering effect. The sparkles are done well, and loop perfectly.

Sailor Neptune's head and hair are done in a very Tetiel-style way, but I like it. You could've added more detail into the hair, giving it some extra depth, but it's really a personal choice.
The body is a little indistinct, but it looks shiny/scaly. I'm not sure if this was intended, but it works. :)
The legs are tiny, which is fine. The attention to detail with regard to the extremeties (hands/feet) is valuable.

The face itself is well-drawn, but I also think the lips are too red (personal choice.)

The last thing I have to say is that when she blinks, her cheek blush seems to chop off (where the eye used to be) and it looks a bit unnatural.

I love the colour scheme (that's just me though) but I would personally like to see 3 blinking frames; tickledpinky does it the way I like: [link]

I find the sparkles very appealing and the small heart in her hair brow is very touching. The red lips I believe are a bit too read the left check blush disappears to it. the eye blink is done very well. Your style is very cute. Sorry for all my verys. the B G is a nice tone threw out. I find the pixels to stand out and that makes her pop out more. the two tone hair color is also very nice. over all I find it done very well. she looks chubby and that is awesome for a chibi!

It's adorable, but don't slow it down as much. What I'd do, instead, is double the amount of each frame for the sparkles, but not for the blink. Does that make sense?

Keep it fast, but put in more frames for the sparkle and make the blink fast.

Right now the slow blink is bugging me. but shes super cute <33 yaay you made it!~

I think the animation slowed down is a great touch :) I like the slow blink! :D The background really makes her pop out :3 I know neptune is your favorite! are you going to be doing all the sailor scouts in a series?

Her hair is very well done! so detailed for pixels! i really need to learn how to do pixels for icons o.o they look like they'd be neat to do XD I could start making my own icons :D

It is also very plesasing to the eye. I like the colors. The animation is also very fluid and not choppy which is good. All in all, very good :D

I think the line of her hair flows into her legs too much, makes her look a little diamondish, and makes her legs disappear.
Although she is very pretty, I love the face :D
