Critiques
What I would like to mention is your color choice. I know it's quite difficult when you're working with a pre-existing character, but I've noticed that sometimes your characters blend with the background, or other parts of them. You're doing a good job in fixing this, but I'd like to suggest making the lightest shade on the dress another step up. It might make the dress pop more, rather than blending at first sight. With the dress, I'd also like to mention that he puffs on the sleeve look like they're working into her face. It might be a good idea to round out that area a bit more.
With the face, everything looks great, although I suggest blending the blush in her cheeks, or moving the blush on her (our) left cheek over to the left a bit. It pops more than the other one, and seems a little distracting.
LOVE the thin white glow around her, and the stars. I haven't looked at the reference, so I'm not entirely sure if that's a moon or a flower, but it looks more like the moon in the sky, so I'm going to say I love your moon as well
First off, don't mind me, but I'm like a perfectionist when it comes to pixel art (drawing spritesheets for me takes like ... a week)
Okay. Firstly, the background is nifty. I like the moon and stars, even though they don't have that cool twinkle any more
Also, if I look hard, it seems like her neck is fat (I'm guessing thats just a bit of her shoulders showing) but you should distinguish that.
The blinking is definitely better, it's more natural now, but it still needs to be faster. Seriously, blink and tell me how long it takes you! It's closer to 0.03 seconds than 0.1+ seconds. Meaning, you should triple or quadruple the frame speed.
You've done a great job with the base of the work but it just needs a bit of refinement.
To better illustrate what I mean, I have added a couple of touches and done up the animation:
* Made the stars sparkle
* Defined her dress
* Changed her blink frame order (now 1, 3, 2 rather than 1, 2, 3)
* Increased animation speed
* a few little personal touches
