I tried to take some advice and slowed the animation waaaaaaay waaaaaaay down ^^; I hope it looks so much better <3 I also like this one a lot more.

Firstly: the background. You've used a lovely gradient with a very appealing dithering effect. The sparkles are done well, and loop perfectly.

Sailor Neptune's head and hair are done in a very Tetiel-style way, but I like it. You could've added more detail into the hair, giving it some extra depth, but it's really a personal choice.
The body is a little indistinct, but it looks shiny/scaly. I'm not sure if this was intended, but it works. <img src="e.deviantart.com/emoticons/s/s…" width="15" height="15" alt=":)" title=":) (Smile)" />
The legs are tiny, which is fine. The attention to detail with regard to the extremeties (hands/feet) is valuable.

The face itself is well-drawn, but I also think the lips are too red (personal choice.)

The last thing I have to say is that when she blinks, her cheek blush seems to chop off (where the eye used to be) and it looks a bit unnatural.

I love the colour scheme (that's just me though) but I would personally like to see 3 blinking frames; tickledpinky does it the way I like: [link]
